Two workers read the same remaining traffic amount and each decide that a new batch fits. Together they can commit more than the account can support. For authorized residential-proxy work, put a shared admission decision before dispatch: account observations, unreported consumption and existing commitments must be considered together. This is a proposed internal operations design, not a claim that 98IP provides atomic reservations or a tested hard spending cap.

1. Confirm that a usable account observation exists
Start with the product and account you actually use. If it provides a remaining traffic observation, record its unit, scope, observation time, effective reporting time and any known reporting delay. Do not substitute a currency balance, purchased package size or historical usage total for remaining traffic. Confirm how expiry and multiple packages affect availability before treating them as one pool.
The 98IP residential proxy product page identifies the product context; the public API configuration documentation is the starting point for supported interfaces. Those pages alone do not establish a real-time balance endpoint, a reservation API, a per-worker quota or the delay of your particular account. Use only an available, authorized source and verify its meaning. If a suitable observation is unavailable, keep the automatic gate closed or use a separately approved, deliberately limited manual run.
Choose a maximum acceptable observation age and an uncertainty allowance with the owner. These are internal policies, not documented provider guarantees. A recent retrieval of an old reporting window is not fresh evidence. Do not scrape undocumented privileged endpoints to make an incomplete design appear automatic.
2. Separate what has been spent from what is still promised
Maintain one coherent ledger for the pool. Let B be the latest usable remaining-capacity observation. Let U be consumed capacity not yet reflected in B, R be the still-unspent budgets committed to admitted jobs, and S be a protected safety allowance. Only when these quantities have compatible units, scope and reconciliation boundaries, use the conservative internal admission estimate A = B - U - R - S.
Do not subtract the same consumption twice: an amount already reflected in B must not remain in U as well. Do not treat R as historical usage; it covers future spending that running or admitted jobs may still make. Unknown usage needs an explicit uncertainty treatment. If it cannot be bounded under the approved policy, block new automatic admissions rather than silently assuming zero.
Estimate a bounded job requirement E from representative measurements and include its permitted retries and background activity. The separate bandwidth estimation guide explains the measurement problem. Here the decision is whether to reserve that budget now. An estimated E is not a guarantee that the network will stop at exactly that quantity.
3. Make check-and-reserve one shared decision
- Assign a stable logical job ID and a separate execution attempt ID. Select the correct product/pool ledger and obtain a fresh enough, meaningfully scoped observation.
- Check stale data, unresolved consumption, expiry and existing commitments. Compute the admission estimate only from a coherent ledger revision, not from independent screenshots collected by different workers.
- For a positive available amount, admit a job only if its approved E fits. In the same serialized decision, create the reservation and move the job to admitted. Use an internal transaction, a lock or a single dispatcher appropriate to the system; this is your scheduler's responsibility, not an assumed proxy feature.
- If the decision is retried after a lost acknowledgement, read the reservation by logical job ID before creating another one. The same queued job must not reserve twice or dispatch twice.
- Give the worker a bounded execution policy, observe its actual activity and pause new dispatch when the budget is in doubt. The worker must report progress and remaining commitments; simply storing a number in the scheduler does not enforce a traffic limit.
- On refusal, leave the job queued with a reason and a later recheck condition. Do not switch exits, credentials or accounts to evade the pool's approved limit.
Starting work and reserving capacity in separate uncoordinated steps recreates the race. If a scheduler crash leaves an admitted record whose dispatch result is unknown, inspect the execution state before releasing or reissuing it. A timeout does not prove that the worker never started.
4. Rehearse the arithmetic with synthetic units
Suppose a fully synthetic, already aligned internal ledger has B = 20 units, U = 2, R = 5 and S = 3. The available admission estimate is 10. Job A requests E = 6; admitting it raises R to 11 and leaves A = 4. Job B then requests 5 and must wait. Both jobs checking the original 10 before either reserves would incorrectly accept both.
Assume Job A later stops and its verified consumption is 4 units, with no residual activity. Transfer those 4 into U until they are known to be reflected in B, remove its 6-unit reservation, and release only the unused 2 units. The ledger now has B = 20, U = 6, R = 5, S = 3 and A = 6. These numbers are illustrative internal units, not actual 98IP traffic measurements, prices, package sizes or billing rules.
When a later provider observation is confirmed to include precisely that 4-unit consumption, B falls from 20 to 16 and U falls from 6 to 2 in the same reconciliation revision; A remains 6. Do not apply this exact transfer if the observation also includes other traffic you cannot identify. Keep that uncertainty visible and use the approved conservative policy instead of manufacturing exact attribution.
Rehearse duplicate admission messages, simultaneous workers, a stale observation and a lost completion acknowledgement with these synthetic records. The expected checks are one reservation per logical job, no admission against stale evidence, and no release merely because a message was lost. This is a proposed rehearsal, not an executed benchmark.
5. Drain and reconcile before releasing commitments
At completion or cancellation, stop issuing new requests and confirm that the worker, browser and relevant background tasks have stopped or are accounted for. Outstanding requests can still consume traffic while cancellation propagates. A reservation lease expiring is not proof that the underlying process is dead; mark uncertain work for recovery and retain an appropriate commitment until inspected.
Move observed consumption into the unreported bucket as appropriate, retain the budget for anything still running, and release only verified unused commitments. Later compare against provider observations with the same scope and reporting boundaries. Local transfer counters can differ from provider accounting, so do not claim exact billing reconciliation without evidence. The existing shared usage allocation guide addresses project ownership, which remains a separate decision.
Unexpected consumption, a negative available estimate, inconsistent units or an unexplained balance jump should stop new admissions for review. Do not clamp a negative result to zero and erase the discrepancy, assume a top-up from a larger number alone, or automatically purchase more capacity. Resumption requires a coherent observation and an approved run policy.
6. Keep the gate useful and honest
Use this workflow when several authorized market-research, ad-verification or website-test jobs share metered residential capacity. Keep country and session choices tied to the job's legitimate task; a different exit does not create more account allowance. Check the actual account's supported configuration and measurement definitions before deploying the design.
Preserve pool/job IDs, observation and reporting timestamps, units, ledger revisions, reservation changes, uncertainty reasons and reconciliation decisions. Do not log passwords, extraction URLs containing secrets, cookies, customer response bodies or account tokens. Restrict ledger access to authorized operators.
- A usable remaining-capacity source and its reporting limits are verified.
- Consumed-but-unreported activity and still-unspent commitments stay distinct.
- Admission and reservation are serialized and duplicate-safe by logical job ID.
- Jobs have bounded policies and actual observation, not just an estimated number.
- Cancellation and lease expiry do not silently free live commitments.
- Settlement releases only unused capacity and avoids double-counting reported consumption.
Is one balance check before launching every worker enough? No. All workers may read the same capacity; they need a shared check-and-reserve decision.
Does this guarantee no overspend? No. Delayed accounting, incomplete counters, out-of-band users and in-flight activity limit precision. Use it as conservative admission control and verify any actual enforcement separately.
Can a fresh retrieval resolve unknown usage? Only if its reporting scope and effective time actually cover that usage. Retrieval time alone is insufficient.
