APNIC Releases 2026 Survey: A Better Evidence Standard for APAC Proxy Benchmarks

APNIC released its 2026 Survey report on September 10. The independent study received 1,385 valid responses, offered the questionnaire in 11 languages, and recorded 363 completed surveys in a language other than English. APNIC states that the overall results carry a 95% confidence level within three percentage points of the figures presented.

Those numbers do not rank proxy vendors or measure residential proxy performance. They do, however, provide a useful reminder for teams buying proxy capacity in Asia Pacific: regional evidence is only as useful as its sampling, segmentation, language access, and uncertainty reporting.

What APNIC released

The survey ran from June 1 through June 28, 2026 and was conducted by Survey Matters, an independent research specialist. APNIC published the report, presentation, questionnaire, and data appendix, and presented the results at APNIC 62. The APNIC Executive Council plans to publish its response later in 2026.

The public release establishes several methodological facts worth carrying into commercial network evaluation:

  • the sample size is stated;
  • the collection window is bounded;
  • multilingual participation is quantified;
  • confidence is reported;
  • the questionnaire and supporting data are available for inspection;
  • the research operator is identified.

A proxy benchmark should make the same kinds of disclosures.

Do not confuse community opinion with active network measurement

The 1,385 responses describe views within the APNIC community. They are not 1,385 proxy sessions, exit IPs, or destination tests. Survey evidence can reveal priorities and perceptions; active tests reveal latency, availability, routing behavior, geolocation, and useful-result cost.

Proxy procurement needs both forms of evidence, but they must remain separate. A questionnaire can help decide which markets or failure modes deserve attention. It cannot replace controlled requests from the actual access networks, address families, regions, and times that the workload requires.

Why a regional average is dangerous

An aggregate success rate can hide an operational failure. A candidate may look acceptable overall while failing on IPv6, one requested country, a mobile access network, or evening traffic in a target market.

Build the benchmark around decision segments before collecting data:

  1. Market: test only the Global, North America, Europe, and APAC locations your product serves, with individual APAC markets visible where business requirements differ.
  2. Access type: separate residential, mobile, hosting, and static ISP routes.
  3. Address family: report IPv4, native IPv6, and translated paths independently.
  4. Network identity: preserve anonymous ASN and prefix-level groupings so one large network cannot dominate the average.
  5. Time: include normal and peak workload windows.
  6. Task: separate simple connectivity from login, collection, ad verification, market research, or other authorized outcomes.

Do not publish an overall percentage without the segment table that explains it.

A practical evidence workflow for proxy teams

1. Define the buying decision

Write the acceptance contract first: required markets, protocols, concurrency, session duration, address families, destination classes, and maximum cost per useful result. This prevents an easy test from becoming a substitute for the real workload.

2. Set a sampling plan

Assign a minimum number of independent sessions to every decision-critical segment. Randomize test order where practical. Prevent one exit, gateway, ASN, or hour from supplying most observations. Record exclusions and missing results instead of silently dropping them.

3. Localize the test instructions

APNIC's 11-language questionnaire and 26% non-English completion share show that language access can materially broaden participation. For proxy research, localize human review criteria, error labels, consent language, and market-specific task definitions. Translation quality is part of measurement quality.

4. Run an authorized direct control

Test the same destination and task without the candidate proxy when policy allows. Keep client version, resolver mode, headers, timeout, and observation window constant. The control helps distinguish destination instability from proxy-path failure.

5. Measure useful outcomes

Record connection success, valid-response success, latency percentiles, exit geolocation consensus, address family, session continuity, retry volume, bytes transferred, and cost. The commercial metric should be cost per useful result—not only price per gigabyte or per IP.

6. Report uncertainty and missingness

Show the number of observations behind every segment, confidence intervals when appropriate, and reasons for excluded results. Small samples should be labeled directional. A segment with no data is unknown, not successful.

7. Repeat after material changes

Re-run the same frozen test when the provider changes routing, gateway behavior, location coverage, authentication, or pricing. Preserve the previous baseline so improvement and regression remain visible.

Minimum release table

For each candidate and segment, retain:

  • requested and observed market;
  • gateway, route class, anonymous ASN and prefix grouping;
  • IPv4 or IPv6 path;
  • session policy and rotation mode;
  • test count and valid-result count;
  • median, p95, and p99 useful-result time;
  • retry and timeout rates;
  • geolocation agreement rate;
  • bytes and cost per useful result;
  • collection window, exclusions, and uncertainty note.

What buyers should ask vendors

  • Which location labels are country, state, city, or network-level claims?
  • How are residential and mobile routes sourced and governed?
  • Can test traffic be pinned to a stable session when required?
  • Which DNS and IPv6 modes are supported?
  • Are coverage and success figures based on gateways, unique exits, sessions, or requests?
  • What sample window and denominator produced the published claim?
  • Can the buyer run an authorized proof of concept using its own acceptance criteria?

FAQ

Does the APNIC survey prove which proxy works best in APAC?

No. It is community research, not a proxy benchmark. Its release is useful here as a model for documenting sample size, collection period, language access, supporting material, and uncertainty.

Is one large APAC sample enough?

Usually not. APAC contains diverse markets, access networks, address-family deployments, and traffic conditions. Segment the sample according to the decision the benchmark must support.

Should a buyer optimize for the highest request success rate?

Optimize for the authorized business outcome. A response can be technically successful yet unusable because the exit is in the wrong market, the content is incomplete, the session breaks, or retries make the result too expensive.

Compliance and safe operation

Test only authorized destinations, accounts, markets, and data. Respect terms, robots directives where applicable, access controls, privacy requirements, rate limits, and local law. Minimize retained identifiers and never log proxy credentials, tokens, cookies, or personal content.
